Social Distancing

Within the construction industry, the wider community and our nation as a whole, we are facing unprecedented and uncertain times amidst the COVID-19 Pandemic. Perkins Builders are committed to ensuring the health and safety of each and every person on our sites and at our offices.

We have developed and implemented a range of initiatives to work consistently with the safety, social distancing, hygiene measures that have been rolled out around the country. One initiative we are extremely proud of in the installation of Social Distancing signs at every Perkins site (including our Eduwest joint venture sites with Badge Construction).

Built by our talented Bunbury fabrication team, these signs clearly display, to scale, social distancing requirements. We are extremely proud of our staff for championing these new initiatives; and to all our valued clients, subcontractors, suppliers and consultants for their understanding and cooperation as we all adapt to this new way of business.

PPP Update

As a part of the EduWest consortium, Perkins Builders are pleased to provide an update on the WA Schools Public Private Partnership.

Please see the below statement:

EduWest – Badge Perkins Joint Venture

In 2019 the EduWest consortium continues to deliver the WA Schools Public Private Partnership (PPP) project on behalf of the State Government.

Awarded in 2015, this complex project involves the design, construction, maintenance facilities management and private funding of four primary schools and four secondary schools (across 11 separate construction stages) within the Perth metropolitan area.

The EduWest consortium (a joint venture between Badge and Perkins plus Macquarie Capital and other stakeholders) finances the project and carries out a full facilities management service for 31 years until 2047. This is the first contract of this type within the Western Australian education sector.

The Badge Perkins Joint Venture (BPJV) was formed specifically for this project by Badge Constructions Pty Ltd and Perkins Builders Pty Ltd. Staff from the two parent companies work as BPJV employees to provide a united and team-focused approach, and a full suite of bespoke management tools and procedures are used to address the complex requirements of a PPP contract.

In 2016, the first four primary schools were delivered; Alkimos Beach Primary School, Baldivis Gardens Primary School, Woodland Grove Primary School and Carnaby Rise Primary School.  In 2017, Aveley Secondary College Stage 1 (located in Ellenbrook) was the first of seven secondary school construction stages to be completed. This was followed in 2018 by Coastal Lakes College Stage 1 located in Lakelands. Currently in 2019 we are delivering the Hammond Park Secondary College Stage 1 concurrently with the Harrisdale Senior High School Stage 2 project for completion in December.

Both the primary and secondary schools were designed over a 14 month period, whilst the primary schools’ construction was fast-tracked in 2016 to occur concurrent with the design. This process involved intensive stakeholder review workshops, focus groups, and design documentation package peer review by the state to comply with the prescriptive design brief.

Further innovation during the design process included the selection of lightweight steel framing instead of blocks to allow the building layout and internal services to be reconfigured easily.

Taking into account environmental outcomes, the eleven school construction stages each have solar panels installed and collectively form the second largest commercial solar array in WA, which also reduces pressure on the state’s utilities.

It’s these outcomes which led to the AIB recognising Rocky Slater (Manager, PPP) and Jason Orso (Project Manager, Perkins) from the BPJV leadership team at its Western Australian chapter awards and national awards in 2018. The pair were presented with the WA Chapter Commercial Construction $100 million plus Category a High Commendation for Commercial Construction over $100m nationally.

Aveley Secondary College Stage 1 was also awarded Best Education Building $50m-$100m at the 2018 MBA WA Excellence in Construction Awards.
