Perkins to Deliver 109 New Homes in Transformational Stirling Towers Redevelopment

Perkins Builders, in partnership with the Western Australian Government, Tetris Capital  and Community Housing Limited (CHL), is proud to announce the redevelopment of the former Stirling Towers site in Highgate—bringing 109 much-needed new homes to the community through an innovative public-private partnership (PPP).

The redevelopment will transform the vacant site into a vibrant, inclusive residential community with a focus on long-term social and affordable housing outcomes.

Project Snapshot:

  • 109 new apartments in one- and two-bedroom configurations
  • 78 social housing units and 22 affordable housing units
  • 9 apartments designed to NDIS standards, including High Physical Support, Improved Liveability, and On-site Overnight Assistance units
  • Single ownership Build-to-Rent model – no strata title, ensuring unified management and long-term affordability

The development will be delivered under a 52-year ground lease model, following construction completion. The Department of Housing and Works retains land ownership, while Tetris Capital leads the development, financing, and asset management. CHL will serve as the housing operator and service provider, ensuring high-quality tenancy and asset management across the life of the lease.

Construction is set to commence this month and is expected to be completed in Q4 2027.
